Certified by the Department of Labor and Industry, Manter Inspection Company (MIC) is the Third-Party Agency that provides Uniform Construction Code (UCC) services under contract with opt-in municipalities as well as to the residents performing construction projects in opt-out municipalities. MIC ensures that all residential and commercial construction within the townships it services comply with the requirements set forth in the Uniform Construction Code (UCC), International Building Code (IBC), International Residential Code (IRC), and any amendments adopted by the municipalities.


Building Permits

Building Permit Applications can be obtained online from the Municipality’s website, from the Applications page of our website or in person from the Municipal Building where the project is located.

Building permits are required for the following types of work (zoning permits may also be required):

  • New buildings
  • Accessory structures over 1000 square feet (may be amended by municipality)
  • Alterations to:
    • Building
    • Electrical  
    • Mechanical (HVAC)
    • Plumbing

Enforcement of the Pennsylvania Uniform Construction Code (UCC) began in April 2004. As of February 14, 2022, the UCC has adopted the International Code Council’s (ICC) 2018 I-Code series, with the accessibility provisions from the ICC 2021 I-Code series. Information about the UCC can be found on the Department of Labor and Industry’s website.

Building Permit Requirement Checklist:

  • Building Permit Application – filled out, signed, and dated by:
    • Owner and Contractor, or
    • Contractor only along with providing a signed contract between Owner and Contractor
  • 2 complete sets (copies) of Construction Documents

Building Plan Review

Manter Inspection Company is dedicated to ensuring all building plans (residential and commercial) are in compliance with the applicable Building Codes and standards, including architectural, Americans with Disabilities Act (ADA) standards, building/structural, electrical, fire and life safety, health, mechanical, and variance requests.  

Prior to the beginning of a construction project, plans must be submitted, reviewed, and approved by the Municipality’s assigned officers.

Building Plan Review Process:

  1. Fill out an Application
  2. Submit the following:
    • Application
    • Two (2) sets of Construction Documents
  3. Application and Constructions Documents are reviewed for Completeness
  4. A Plan Review is conducted on the Construction Documents to determine compliance with the Pennsylvania Uniform Construction Code
    • If Plan Review is satisfactory a permit will be issued
    • If Plan Review is unsatisfactory, a request for revision will be made, or permit will be denied
